For comprehensive guidance on cost estimating throughout the initial planning, programming, and budget review stages, reference should be made to UFC 3-730-01 – PROGRAMMING COST ESTIMATES FOR MILITARY CONSTRUCTION. The term “construction” within this context encompasses remedial action environmental projects, dredging, and other construction-related endeavors typically executed through service contracts. For this document, the designation “cost engineer” pertains to qualified individuals, whether employed by the Government or engaged under government contracts, who regularly participate in the formulation or evaluation of cost estimates.

This UFC is applicable to projects falling under Military Construction (MILCON) and Military Operations and Maintenance (O&M). The term “construction” as stipulated herein encompasses the activities involving the construction, alteration, or repair, inclusive of dredging, excavating, and painting, related to buildings, structures, or other real property.
